Update
Valve has updated the Steam store so that you can now write reviews by visiting the store page for the DLC you want to review. Thanks Gabe
Finding The Steam Application ID For The DLC
1. Choose a DLC that you want to review by find it's store page and leave this page opened. (Note: You can only review the DLCs that have a store page)

2. Look at your web browser's address bar when your're in the DLC's store page. The numbers at the end of the link is the DLC's Steam Application ID. Keep a note of that number, you will need it later on.

Run The DLC As Game
3. Follow [*S♥C*]SgtFopper™'s guide to play your DLC so that Steam will let you review it.

You can use games like Garry's Mod, Natural Selection 2, Super Hexagon, Left 4 Dead 2, Team Fortress 2 and Fistful Of Frags to force Steam to run a DLC

When you are this section of the guide "Change the existing APPID to 753", change the number to the DLC's Application ID that you keep in note from earlier.

4. If you did this correctly, you will get see the name of DLC you chose before when you look at your friend list. If it's ends up saying Source SDK instead, it's means Steam & the glitched game didn't like the DLC you've chose. Super Hexagon & Natural Selection 2 are the games I know that allows any DLCs to be played since it's doesn't depend on Source SDK.

5. Leave the game running for 5 mins.

Writing The Review On Steam
6. Go to the DLC's store page you left it opened from before and refresh the page

7. BLAM! The Steam store page will say this

8. Write you review from that box and hit that post button when your review is ready to go online.

Thanks for reading my guide :-)

Does this still work? I have over 15 minutes of gameplay and the review box still doesn't show up.

This worked fine for me except the review box still doesn't appear. I'm pretty sure I did this right as I now have time logged playing the DLC:

There's 1.4 hours played there at the moment, but no review box.

Any thoughts?

Too bad, it doesn't work for the Sega Genesis / MegaDrive games. :/ (At least for me, it doesn't...)
