Balance spawn locations for Multiplayer.

Players would be placed according to their civilizations biases while considering minimum distances.

Yields accross spawn locations are balanced so players can have a leveled playing fields.

also noticed that playing for civilization Maya, constantly appeared in the desert and/or on the cost sea, for now unbalance at all

Um. Installed this. Generated 10 maps or so starting as Amanitore, and the majority of starts were in enormous deserts. The first couple rings surrounding the settler were great, and literally just multiple dozens of empty desert tiles with literally 0 resources or features in them.

Maybe this is interacting with the "Late Game AI" Mod. But this mod is literally unusable for me. Also had a crash first time trying to generate a game, which I have never had happen.
