Warning!!! Do this at your own Risk!!!
Although editing some files can be harmless it still can cause unknown issues. Always backup your files before editing anything just to be safe.
Finding The File
File to edit:
GameUserSettings.ini

Common File location:
C:\Users\username\AppData\Local\MotorTown\Saved\Config\WindowsNoEditor
username will be the name of the account user
Editing the file
Use your preferred program to edit the file. I use notepad++ but any text editor will do.

Open the file scroll down until you find [ScalabilityGroups]

[ScalabilityGroups]
sg.ResolutionQuality=100.000000
sg.ViewDistanceQuality=3---Objects can be culled based on their distance to the viewer
sg.AntiAliasingQuality=4------Makes lines straight rather jagged
sg.ShadowQuality=4-----------Quality of shadows(shape, size, color)
sg.PostProcessQuality=4-----Motionblur, bloomquality, ambientOcclususion, DepthOfField
sg.TextureQuality=4---- texture quality, Streaming PoolSize (the higher the more vram used)
sg.EffectsQuality=3-------------RefractionQuality, SSR, MaterialQuality
sg.FoliageQuality=1------------amount and quality of Grass,flowers and other foliage
sg.ShadingQuality=4-specialized shading operations, such as fuzzy shading and adjusting the shape of a specular highlight.

These are the individual graphic settings and when using the in-game settings they all change evenly.
Low = 0
Medium = 1
High = 2
Epic = 3
Cinematic = 4

Now you can change them yourself and customize your own settings.

The example above is my current setting for the best look and performance. This setup keeps me at 60fps with a slight dip of 55fps on a 1080p

Biggest Draw:
sg.FoliageQuality: The foliage is a heavy load on my pc even on 1 and can be a bigger strain if ViewDistance is high as well.
Getting the game to accept the changes.
Step 1: Shutdown the game
Step 2: Edit the file and save changes
Step 3: Start the game

Side Note:
Any graphic changes made in-game will completely overwrite the changes made to the file.
One way to get around this is to make the file read only (Do this at your own risk!!!) but will not allow any changes saved even by the game.

Taking Things Even Farther
File to edit:
Scalability.ini

Common File location:
C:\Users\username\AppData\Local\MotorTown\Saved\Config\WindowsNoEditor
username will be the name of the account user

This file will let you adjust certain code to adjust the graphics a little bit more.
For more information you can go to
https://docs.unrealengine.com/4.26/en-US/TestingAndOptimization/PerformanceAndProfiling/Scalability/ScalabilityReference/

Open the file with your text editor and add in

[FoliageQuality@0]
foliage.DensityScale=0.1
grass.DensityScale=0.1

[PostProcessQuality@4]
r.MotionBlurQuality=0
r.BloomQuality=0

Then go back to the GameUserSettings.ini and change sg.FoliageQuality to 0 and sg.PostProcessQuality to 4

Like this:
[ScalabilityGroups]
sg.ResolutionQuality=100.000000sg.ViewDistanceQuality=3
sg.AntiAliasingQuality=4
sg.ShadowQuality=4
sg.PostProcessQuality=4
sg.TextureQuality=4
sg.EffectsQuality=4
sg.FoliageQuality=0
sg.ShadingQuality=4

This let me squeeze out another 7fps

@10K yep, I agree, that FL1 has the worse problem with it.
I've also tried to fix it but no results.
I hope that devs will do something with it in future.
By the way, I've tried some of Your tips and the game looks better :) Thanks again for the post :)

@Cyflix I know what you're talking about the fl1 is the worst with that problem. I assume its a postprocessing issue or an occlusion issue. There is nothing we can do to adjust this out. I have tried many different combinations and yet to find any fix.

Hello, nice job.
I need help with the dimming screen. It all depends on the angle of view.
This is especially troublesome in cars, because when the suspension is working / driving on uneven terrain, the screen dims.
Looking down with the camera - the screen brightens, camera reset - dims back.
When moving the character, looking straight ahead darkens the screen and looking down brightens it.
Do you know which option is responsible for this?

%localappdata%\MotorTown\Saved\Config\WindowsNoEditor

could be used instead for the common file location as this formatting is universal for all Windows users

Nice guide. Maybe you could add FPS for each preset and on top of that a comparison to what all those individual settings actually do to your FPS - depending on your "horsepower" ofc.
