[*] The code has 6 symbols and the +2 -1 -2 +1 paper also adds up to 6 "units". But the two have absolutely no relation - the paper is not the code, it's the ruleset. The code just happens to be 6 long and could have been 1 long or 500 long as far as the solution rules are concerned.
[*] The two clues explain which button to press next, but the rule doesn't actually apply at the first step - you press the red triangle first.
So, in short, I think some of us are overthinking it.
