Levels represent the achievement like Puzzler I, Puzzler II, Puzzler III and the requirement needed to unlock it.
Special quests randomly appear on map. If you see a tile with tower clock with houses, that unlocks puzzler challenges. Complete the quest by grouping the number of houses indicated on the tile.
Puzzler counts if you connect two tiles with compatible edges like grass&grass, farm&farm, trees&trees, etc.
