In today's environment, the Jag is a huge contender with arguably negligible downsides. I definitely would consider it a wrench worth putting into your kit.
The only downside of real concern is its extra hit to remove a sapper. However, since sappers cannot be repaired, this issue is mitigated. It's not difficult to wrench a sapper twice, then deal with the issue at hand--and then remove the sapper entirely.
Given this, I would argue it should be considered a primary wrench, with consideration to using another wrench being circumstancial. If you find value in switching to another, it's likely justifiable. But if there is no preference, there is never harm in going with Jag first.
