I'll fix it as soon as possible, but in the meantime, I'll put here the number of active units each player should have depending on the total number of players. Just leave unoccupied the rest of the "active unit" tiles_
- 2 PLAYERS: 1 Revolutionary faction player with 4 partisans + 2 reserve partisans. 1 NCON player with 4 phalanxes.
- 3 PLAYERS: 2 Revolutionary factions players with 2 partisans + 1 reserve partisan each. 1 NCON player with 4 phalanxes.
- 4 PLAYERS: 2 Revolutionary factions players 2 partisans + 1 reserve partisan each. 2 NCON players with 2 phalanxes each.
And yes, the revolutionary factions start first, in the order the players prefer. NCON players always have the last turns.

Groups of 2, 3 or 4 players can play with the mod. The only difference is the number of units (figurines) that can be put into play for each player (when you click on "setup player" and select the total number of players, the number of "active units" tiles change depending on it). Also, In a 4 players game, 2 players must choose NCON side, in a 2 or 3 players game, one must choose it.
Yes, at the beginning of the turn of one player, he/she can draw ONE card (if he/she doesn't have already one), then move ALL figurines, all engagement and cities occupations/liberations are resolved, and then the turn of the next player begins.
At the end of the round (when all players have finished their turns), the month ends and begins a new round.
