The Official Setup is still alive on their servers till today. And I just found the file, so it's worth to share here.

Installation Steps
1. While the official download server is still active, click here to download the setup file.[static-www.ec.popcap.com]

2. The default installation path is set to C:\Program Files (x86)\PopCap Games\Bejeweled 2 Deluxe. Please check your previous installation path is correct before proceeding. My installation path was C:\Program Files (x86)\PopCap Games\Bejeweled 2, so I need to adjust the installation path in the setup.

3. Edit here if necessary.

4. Once installed, head over to C:\Program Files (x86)\PopCap Games\Bejeweled 2\images\backdrops or C:\Program Files (x86)\PopCap Games\Bejeweled 2 Deluxe\images\backdrops to check your files.

5. In backdrops.lst file, open it with notepad.exe. You will see new strings with planetpack1_XX are updated inside here.

6. Now open the game and enjoy! I chose "Random Backdrop", and I got it appeared on my first try!
Alternative Solution
If the installation doesn't run, try to move your game from the Steam directory (example → C:\Steam\steamapps\common\Bejeweled 2 Deluxe) to C:\Program Files (x86)\PopCap Games\Bejeweled 2 Deluxe before running the setup again.

One thing you can do is to make a symlink on Program Files (C) to the actual folder.

I had no idea this was a thing. Thank you for finding and making it known!

I recommend just opening it with your preferred archive tool like 7Zip, and then copying the image files to (wherever you installed the game)/images/backdrops, and editing the backdrop list with a text editor to match the names of the backdrops, notepad or notepad++ works.
This does also mean that you could add your own backdrops, as long as they're in 4;3, since this is what the game runs in.
If you get the error saying "Unable to load Steam.dll", launch the game from Steam or through your desktop rather than through the application directory.

Instead of installing it, use 7-zip and right-click the installer -> 7-zip -> Open archive. The rest is self-explanatory; copy the JPGs, and edit the backdrops.lst yourself:

Copy the Steam.dll from your main Steam folder, the same place where your Steam.exe is located, paste it inside the Bejeweled 2 folder. You should able to run it.

I followed the installation and guide but now whenever I try to run Bejeweled 2 Deluxe it says "Unable to load Steam.dll"

Oh I see. I installed to a non-existent installation path and the process was still able to run. I didn't manage to produce the new backdrops in-game and just realised that it installed on a different directory. Maybe I can add yours as an alternative solution. Thanks!

I had an issue with the installer because my installation was on a different hard drive, but I was able to fix it by doing this:

1. Navigate to C:\Program Files (x86)
2. Create a folder called "PopCap Games"
3. Copy the "Bejeweled 2 Deluxe" folder from "steamapps\common" on my other drive into the folder you created in Program Files (x86)
4. Run the installer, and it should work now
5. Select "Change settings", and navigate back to your "steamapps\common", then select the Bejeweled 2 Deluxe folder

You need to have a valid install on your C drive for the installer to work.
