Gutless to fix this go to the rotation you are using (I use global rotate) Right click on the yellow part go to rotation mode > Local Then it should work.

there is jaw bone

idk why but when i rotate the eyes they seem to move from their sockets and it bugs me. anyone know a fix?

I could not see one and i selected the whole model in the model viewer and it didn't appear to have one, sorry for the inconvenience.

Imagine releasing a dog model with no jaw bone when it covers up 30% of the face and is the main function of the model... HolY SHIT! How dare i!? >:((
