What version of Windows are you running? My best guess based on the symptoms you've described is that your version of .NET Framework might be out of date ( https://dotnet.microsoft.com/en-us/download/dotnet-framework ), although this is very uncommon among users of Windows 10+ because it's updated through Windows Update.
If CBP Launcher starts successfully, there should be log files in \Rise of Nations\CBP\logs . If you send that to me on Discord or email ( contact {at} mhloppy.com ) I can take a look at any error messages to try to help.
The launcher is required to unload the patch. You probably didn't replace the launcher? If you want to completely remove the patch, verifying the integrity of the game files in RoN properties on steam is the last but most effective resort
