Description
his mod contains:
- greater goods edict
(an edict which drastically speeds up automigration of unemployed pops towards free job planets) is unlocked by joining the galactic community - no resolution required

- The AI can only build habitats above mining/research stations. This prevents habitat spam, while improving the AIs economy, because only habitats with special districts can be built. Also it leaves room for the AI to build megastructures like ringworlds, dyson spheres and matter compressors. Players still can build habitats wherever they want.

- Ascension perks for the AI have been adjusted. The AI can no longer pick perks it has no use for. With this the AI going full ascension or getting galactic wonders is way more common.

- For the galactic wonders perk no fully upgraded megastructure is needed anymore. The megastructure tech is sufficient. No more infinite waiting with free perk slot until the conditions are met. Also the AI can choose it way more often. The AI fills the perk slots as soon they become unlocked. Without this mod all slots would be always filled by the time the AI mets the conditions for this perk, causing it to never be able to build this megastrucures.

- Tweaked war in heaven to increase the chance for the AI to join the awakened fallen empires instead of the league of non-aligned powers. Because nothing is more terrifying for a player than worldpeace. It simply is no fun if the galaxy is a single fed 100 years before the victory timer runs out.

This mod is a good addition to mods, which improve the AI or UI.

All the changes this mod introduces work independent from each other. So for example if you dont like the build regulations for habitats you can just delete the habitat file in the mod and everything else still works.

Do you use any mod, which change the edict file? Try to change the order of your mods and the greater goods edict should appear again after u join the galactic community.

@Voidseeker with help of Founder and the community i found a way to restrict the placement rules for habitats only for the AI. It is now possible as player to build habitats wherever you want, while the AI only can build them over ressource deposits.

I would say after. Else starnet overwrites everything, besides the war in heaven changes and the bombardment fix.

Should I place this mod before or after the Starnet AI mod?

Most of his fixes were included by the devs - he just kept what was left in his mod and deleted any files, which changed during the updates. He did not actively work on his mod anymore and moved on. Glavius is retained by Paradox as a volunteer. Starnet then took over the remains and included them in their own mod. If Glavius would update his mod to 2.8 only very few content would be left.

The mod checks if a station is above a planet and only allows habitat building if there is a station. Habitated planets (expect primitive planets with observation posts) have no stations, which prevents habitats there. I am afraid that i cannot exempt habitable planets due to this. But nothing speaks against building habitats for raffinery or farming, you dont have to use the extra districts.
I havent found a way yet to only restrict the AI while allowing the player to built his habitats everywhere.
