NPC Kill Rewards STool

Description
Controls:
Primary: Apply Kill Rewards to NPC
Secondary: Remove Kill Rewards
Reload: Print Kill Rewards to chat

Options:
| Set Health/Armour
| Add/Remove Health/Armour
| Give/Remove Weapon
| Teleport Player
| Give DarkRP Cash

I plan on maybe doing a rewrite and adding more DarkRP functions, feel free to suggest features in the comments.

like making it so we do not have to use the tool to apply the rewards to npcs and make it part of the server so all npcs or npcs part of a faction drop the rewards
