Introduction
This guide will explain you how to enable mods for a survival world. It ain't enable you the full use of them like in creative, but you can load any modded blueprints.
This works by editing and moving some files. It worked fine for me but I reccomend you to make a backup of your world and accept that you may even need to reinstall / repair Scrap Mechanic using Steam. You are doing this on your own risk - I am not resposible for any harm done to any data!
Step 1: Create a survival world
From the main menu, select Survival and create a new game. Alternatively, you can also use any existing survival game. In that case, just skip this step.
Step 2: Change save file location
Here comes the trick: Go to your save files for survival (located at: "C:\Users\Your name\AppData\Roaming\Axolot Games\Scrap Mechanic\User\User_Your ID\Save\Survival")
or press "Windows+R" and and type "%appdata%\Axolot Games\Scrap Mechanic\User" and open the only folder there is, and then continue to "Save/Survival" and copy the save file of the game you want to use mods in using ctrl+c. Then go one folder back into the "Save" folder. This is the save folder for creative worlds. Copy the survival world file into this folder using crtl-v. That's it!
Step 3: Launch World
Go back to the main menu and head over to your creative worlds. You will now see that your survival world shows up here. Click on it and select the mods you want to use via the mod selecter window. Then just launch the world! Even though you launched it via the creative menu, it will launch the world like a normal survival world, except with mods!
Step 3.5: Enable dev commands
Make sure you have commands enabled. If you haven't, go to your Scrap Mechanic folder and to "Survival/Scripts/game/SurvivalGame.lua". Go to line 84 and replace "g_survivalDev" with "true". On YouTube you will find tutorials how to use the steam workshop in survival.

For a detailed explenation you can also read my other guide: https://steamcommunity.com/sharedfiles/filedetails/?id=2160239330
Step 4: Using the mods
You can now use the enabled mods, but the mod parts won't show up in your inventory. You will have to use the /import command to spawn up a creation with mod parts. You may want to disasemble a modded vehicle and put the parts into a chest to have them accessible. You will have to switch to limited inventory to get the parts though.
Last words
This is my first guide and my English isn't the best eather ;-). I hope you like it anyways! I just wanted to share this with you.

Because you cannot do anything without them still (If you are using part mods). You can spawn in saved creations from the lift using dev commands, and they can include the mod parts

I still don't really get your problem. It looks to me like some binary file you tried to open, which is certainly not giong to work. However the file you are looking for is a .lua file, not encoded. I just double-checked it, it still is not after all updates.
