Thanks for your response, haven't seen the already released one. And thank you very much for your mod
Looking it up someone has actually already released a Russian translation. You can find it at the link below. I typically suggest people to release their translations as translation mods as it allows them to update it and maintain it at their leisure. Including translations directly means the translator needs to rely on me to release updates and I've noticed included translations have a habit of falling out of date quite badly.

I've tried moving the load order forward or backward but to no avail...too bad for me.

Someone else mentioned something like that in the past. I still have no idea what would cause it though. The grouping for floors uses the vanilla game categories system. So that issue is most likely some sort of mod conflict.
You could try turning on dev mode and checking the log to see if its throwing an error which might help figure out what's causing it. It could be a case of load order so you could try moving the mod earlier or later in your list.
Under floors you'll find a Soil floor which has a drop down menu to change between the soil types. Those floors require soil of their type to place. Enriching soil just upgrades the soil to the next tier (eg. Soil > Rich Soil). It's useful if you're settled on a biome where you can't normally get rich soil.
