Most mods are going to be one or a combination of three things: new XML, patched XML, or dll.
My advice would be to make copious use of ILSpy to examine other mods' dlls and go through a ton of vanilla and modded XML, patches and non-patches, to see how most mods work. If you have any specific questions ask them on one of my mod pages and I'll answer what I can as well.
Looking back Planetside Politics was a really ambitious mod and it really was something seeing it fully fleshed out and it wouldn't have happened without his/her fantastic advice on how to construct my Harmony patch and what code to target and so on.
I envy people who might know how to use this stuff better than I. Even as an experienced developer for something totally different than this, not a great experience trying to make stuff for this game.
