Yes I have had that problem before !
It's all due to your temporary memory ( the amount of RAM )
Why I can explain that? Is while I played once it started to overbooked the memory of my PC while in missions the enemy was pilling up more and more and started to do as your problem, meanwhile having only 8 Gb on my Pc wasn't enough to handle the adding data ingame.
Also watch out to have enough free space on anything elses on your PC , SSD or HDD 😉
