well when skyrim first came out todd howard did say players would be able to climb only to take that feature out and make it possible with horses alon not actual climbing under player applications

Nope, came out through a cave exit and just stood on the very edge - don't use horses to climb sheer cliffs, that's for noobs who want to pretend they aren't cheating LOL! - definitely NOT in the spirit of the rules (or the game).
