Definitely use TTW. Adds Fallout 3 to the game, does most of the really important patches, and has all the bugfixes integrated except for NVAC and NVSR.

TTW Quick Start
Wasteland Clothing HD
Weapon Retexture Project
Wasteland Freelancer
PipBoy 3000 HD Retexture
Distributed Necklaces and Chains
Big Horner Ultra High Res Texture
Enhanced Blood Textures
Night Vision Implant (it's basically impossible to see at night without this)
Metal Armors Metalized 2k

And then these are hard to find - only available on Gunnetwork technically, but there is a certain subreddit where you can find them...

Upgrades from the Commonwealth (Fallout 4 meshes/textures for several enemy types)
Commonwealth Surplus (Fallout 4 weapons)
Fallout 4 aliens for NV
Fallout 4 Ghoul Replacer

Most other NV mods should work as long as they don't touch anything more than meshes and textures, and those might not always apply to the Capital Wasteland when in the FO3 areas.

Mod list is TTW - the current installer does a lot of the .ini tweaks, NVSE, 4GB patch, Vorbis fix, and a few more things for you.

On top of that, NVAC and NVSR with Roybatty's NVSR ini for stability. OneTweak for borderless fullscreen.

MCM
Project Nevada (ONLY the core module, using the TTW 3.2 patch)
Custom NMC textures using the TTW guide. Overwrite with Ojo Bueno Ultra and MG's Neat Clutter. Also overwrite with HI-RES Chems, and Health and Fallout Food Package Retexture.
Realistic Wasteland Lighting (TTW 3.2 conversion)
HQ Dust Storm FX
Flashlight NVSE (TTW 3.2 conversion)
UIO
Loot Menu
HD Fire and Explosions
Type 3 and Roberts bodies
Spice of Life
New Vegas Type 3 Leather Armors
Hi-Res Eyes 1-2
Populated Casinos
Outside Bets (TTW 3.2 patch)
The Strip Open (these MAY NOT WORK - don't know if they need a TTW patch)
Freeside Open (these MAY NOT WORK - don't know if they need a TTW patch)
