With Vsync disabled, the maximum frame rate Elder Scrolls Online can reach is 100 FPS by default. This value can be edited by changing one of the game's user files. A higher frame rate may be desirable for higher refresh rate monitors and input lag reduction.

Locating and Editing UserSettings.txt
  1. Open the following directory C:\Users\MyWindowsUserName\Documents\Elder Scrolls Online\live
    (Replace MyWindowsUserName with your personal Windows username.)

  2. Open UserSettings.txt with any text editor software.



  3. Locate the following line in the file:
    SET MinFrameTime.2

  4. Determine desired max framerate to run the game at by dividing 1 by the amount of frames per second.
    Examples:
    1 / 144(FPS) = "0.00694444"
    1 / 300(FPS) = "0.00333333"




  5. Replace the value next to SET MinFrameTime.2 with the calculated value.

  6. Save the file and close.

I used this and it set my FPS to 60 LOL. It was 100 before

In case anybody is having any issue with this make sure that you exit the game and go back in. The equation he uploaded his accurate and works great thank you for the help.

Hey 100%,

I think you may have just been unlucky when attempting to login. I've been able to login just fine after making this change and have had other friends confirm it works fine. Can you try logging in again?
