If they only give 1 XP each before mod is enabled, that would be your problem: Less EXP Gain mods reduce experience by 25/50/75 percent, but such enemies would then always give 0 XP. Sadly that is all ForgottenAmnesia can do in this mod for now.
Alternatively, ForgottenAmnesia would have to remember each time XP was rounded down, and then round it up the next time, and vice versa. Over time that should approximate the 25/50/75 percent (a 100% less XP gain version would not suffer from such rounding issues).
