Convert Territories

Description
This mod allows to convert religion and culture in territories as it was pre
dharma free patch

Since 1.28 it is possible to convert provinces without state core, so the only change is, that this mod removes the -2% missionary strength penalty for territories.

dont really actually understand why they implented this in the first place though? makes religious ideas just generally worse

Nevertheless, since 1.27.2 there is additional -2% penalty when converting territory -_- Anyone knows how to fix it?

This mod basically changes two lines of code in defines.lua.
CAN_CONVERT_TERRITORY_CULTURE and CAN_CONVERT_TERRITORY_RELIGION are changed from 0 to 1. The AI should be able to convert, but I never tested it.
