I installed the Script extender and Leaderlib btw
When I fresh installed this for the first time (Leaderlib Modsettings edition), I tested max summons setting to max (99). Didn't work, new summons replaced— so I attempted to set it to the vanill 1 max summon (didn't work), and then to another number (nahh), and then back to 1. Then surprisingly and ironically , it finally worked. So I think when the game first loads, whatever is your max summons setting (for example, when first installing the mod, the default is 3 max summons) becomes set as the "1 max summon limit".
So what I did, and what may work for you:
[1] Main menu, set max summons to any other number except "1" or "99".
[2] Load/start game, then set max sums to "1". You can now summon to your desired max, funnily enough.
[3] Either keep it at 1 max, or set it once more to your original desired max.
Basically just keep switching between "1" max summon and random numbers until it works lol
