When designing a town, keep in mind that the only way to fix a mistake is to demolish and design it again. So if you want 4 houses on a road and you design all of it as one project, then any mistakes can only be dealt with by destroying everything. Roads built in segments are roads you can easily move or replace.
Another handy tip is to cut out the floor where an interior wall is going to be placed, then place it in the cut (raise it higher if you need to). This means that in walls-down mode you can see where the wall is by its cut out.
