Step 1: Look the Part
There are many different iterations of Ocelot, and each one has his own signature look. Here I will go over how to make your character look like each version of Ocelot except for MGS2 and MGS4 because there's no plain mustache option.

MGS1:
Head: Red small scarf
Torso: Bright orange overcoat
Legs: Dark orange Sweatpants
Feet: Black pointy shoes

I'll be the first to admit that this one isn't that good. The complexity of his design in MGS1 makes it difficult to manage this one. He has an ammunition bandolier, a fancy suit-shirt, a snazzy leather jacket, a tie, silver hair, and a bunch more. This is pretty difficult to represent with only 4 clothing slots, but I did my best to make it relatively recognizable.

MGS3:
Head: Dark red officer's beret
Torso: Red fancy suit
Legs: Black belted pants
Feet: Black combat boots

This one is way simpler, and I recommend you use this one.

MGS5:
Head: Red big scarf
Torso: Dark orange long-sleeved shirt
Legs: Black belted pants
Feet: Black combat boots

This one is pretty accurate, but is also pretty nondescript without the bandolier.
Step 2: Early Game Strategy
During the early game, you shouldn't land in a large skirmish. Instead, head into a town nearby to where most people are battling it out, but with few people. Immediately seek out weapons, preferrably close range weapons such as knives, swords or shotguns.

Next, try to hide and determine enemy's positions. You don't want to be caught out in a skirmish if someone nearby found a SCAR and all you have is a frying pan. Try to sneak up on your enemies, waiting until the kill is assured to attack. Don't loot the bodies until you're sure the area is cleared of any opposition, but feel free to pick up some bandages or ammunition quickly if you notice it.

Try to hold out in your landing area for as long as the zone allows, being on the defense is always helpful. This goes without saying, but you should seek to get handguns as quickly as you can.
Weapon Guide
The best weapons besides handguns will be rifles or submachine guns, though you should stick to handguns if possible. Ballistics shields are also very useful.

In terms of handguns, the best is obviously the revolver. However, for a general rule, you can say the less shots they have and the more damage they do the better. The flintlock is an exception, because I really just don't like the flintlock. If you're going to be using nothing but handguns, you want them to be somewhat forgiving. The flintlock is the opposite. The luger is probably the best weapon besides the revolver.
Step 3: Endgame
Hopefully by now you will have picked up a scope. Put it onto one of your pistols, and use it to scout out enemies. You will find as well that the pistols have surprisingly low recoil, and can be used pretty effectively for sniping, at least at midrange. Once you spot an enemy, try to get closer to them. Using pistols at long range can be effective, but they get much more reliable as you get closer.

Try to avoid getting caught out in the open, but don't stay inside either. Remain in woodsy sorts of areas, with lots of obstructions to the view of long-range weapons and lots of opportunities to get the drop on your enemies. never make a move without first examining the area around you and where you plan to go. Knowing really is half the battle here. Once you are able to secure the area, simply take out your enemies. Your typical strategy for skirmishing should be as such.

Close range - Ambushes:
Climb on top of rocks or hide behind trees, jump out above or next to them and attempt to shoot for the body before they notice you. By the time they turn and shoot you, hopefully they will be dead.

Medium range:
Don't move around, but use a 2x or 4x scoped pistol to consistently fire at them. You may also want to crouch down to make yourself a smaller target. If they're using a spray-y sort of weapon like a minigun, machinegun or AR, they will probably miss a lot and you should be hitting every shot.

Long range:
Put a scope on it, account for bullet drop, try to shoot at them. Long range is really not optimal, so your shots should just be to pin them down while you move in closer.

"They'll have a scar and you'll have a frying pan."

You win that situation in a skirmish--Frying pan is a one hit to the head(Unlike other melee, its kinda hard to hit the head unless you jump tho, learn how to do that to avoid stress in that situation.)
