Playable Roman Tributary States (Regional Governors Mod)

Description
This is the alternate version of my puppet state mod.

*READ THIS BEFORE PLAYING* THERE IS A GLITCH IN ATTILA INVOLVING PUPPET STATES! If any of you have ever played a vanilla Lakhmid campaign, you'll notice that the Lakhmids (a puppet state of the Sassanids) will frequently end up at war with fellow puppets of the Sassanids shortly after one of the other puppets has war declared on it. This is a problem with the base game's treatment of player puppet states, and is present even without mods. Basically the game is treating the human player as breaking a treaty with the other puppet and therefore war breaks out, even though the human player never received a prompt to join the war. That is why I have made this duplicate of my puppet state mod using tributary states instead. This avoids the war between the minor Roman factions. Unfortunately, this means that the ERE and WRE do not drag the tributary states into offensive wars, and also that declaring independence from the ERE and WRE does not create war. This is only somewhat historically inaccurate. For example, in 409, Britain expelled the Roman officials of Constantine III and announced they would look to their own defenses. The Western Roman Empire was stretched too thin to even react to this declaration, and so arguably the same could be interpreted to be happening when a tributary state declares independence. I recommend the original mod if you plan on playing as the WRE or ERE, and the tributary state mod if you plan on playing as one of the minor Roman factions. ONLY USE ONE OF THEM AT A TIME! SUMMARY:
As Governor Tarkin once said: "The regional governors now have direct control over their territories." This mod allows you to play as a Roman puppet state on the borders of the empire in both campaign and co-op campaign. I thought it would be cool to play as a Roman "comes" who is tasked with defending his portion of the frontier. This is historically accurate in my opinion because the defense of frontier regions were often delegated to a capable comes who had a large degree of autonomy while still answering to the emperor. All of these border factions are puppets of the WRE or ERE. The playable regional governors are:


Africa
Britain
Egypt
Gaul
Illyria
Moesia
Oriens
Pontus

Alternatively, you can also play as the Eastern Roman Empire or the Western Roman Empire, and have all these frontier governors at your disposal. It really allows the WRE or ERE to focus on public order in the interior of the empire while border defense is delegated to your regional governors, as it was in this time period.

FUTURE PLANS
I intend to add a few things over the next weeks, including maps of the factions in the selection screens, victory conditions for the puppets, and perhaps faction leaders in the selection screen. Please let me know if there are any bugs you come across and I will try to fix them.


HISTORY
Some background information on the historicalness of this mod: The Roman "comes" (plural "comites") was a powerful imperial office in the late Empire. The comes outranked a dux, and could be tasked with the defense of crucial provinces and could also command legions. Some examples were the comes Britanniarum and the comes Africae, charged with the defense of Britain and Africa respectively. I have always been fascinated with how these posts were on the very edge of civilization. That's what led me to try and recreate a campaign experience as one of these regional governors.

Man, I was questioning if you could create a mod were all this puppet states are independent factions but can have puppets instead of tributaries. This way you can choose if wanna to go at war with anyone other roman state. Thanks for the response, I love this game, and payed it for years, but recently I came back to him.
