The trees will GROW anywhere, including deadzones with no fertility, but you won't be able to actually HARVEST wood if there is no fertility. It implies that this is not the case, but it is. Another user also pointed this out in another thread.
You plant the tree, it grows forever, you harvest it, you get 100 wood * the fertility of the zone, which if it is zero then you get zero wood.
You can remedy / test this by installing the mod:
Farm everything everywhere, including deadzones.

I have been contemplating solutions for this that don't have to alter biome fertility but still allow the tree to grow, but I have not solved it yet.
No but seriously...
