How to restore the removed soundtrack from GTA IV/EFLC
Rockstar usually remove songs from their games for their 10th anniversary and imo the new ones aren't that good. Perhaps you accidentally updated your game and you want them back? Well you are about to learn how :)!

First of all download the original soundtrack

Now unpack the archive and you will have a folder called IV/EFLC (depending on which one you downloaded), open that folder and copy its content, paste it into your GTA IV/EFLC folder and replace any file you are prompted to. That's pretty much it. I have also written this in the ReadMe file.

Also later on I found out that it was already made with a downgrader however I still think this is much more simple and easier. Thanks for taking your time.

i tried replacing gta4 radio vladivostok new radio with old when i enter the game and turn radio vladivostok on there are only ads

I've tried to fiddle around the files and for now I managed to bring back EFLC's San Juan Sounds. Instead of replacing whole files I used OpenIV and replaced only sound file for the radio station. The only downside is that removed songs aren't recognized by Zit! and sometimes IV's track may start playing along with EFLC's causing a small mess but it can be quickly fixed with muting radio station.
Well, at least I can finally listen to Ivy Queen's 'Dime' again c:

On the latest patch, the same method is still confirmed to work with the base game. I have not yet attempted EFLC and the missing radio stations just yet, but the base game should be no issue at all.

In GTA IV: CE, the previous music can still be heard, such as Ruslana's "Wild Dances" as an example. The tracks on other stations are still there as well, and EFLC can be heard through GTA IV.

Just to be clear...

Merging IV's unpatched soundtrack with the Complete Edition folders seems to have combined EFLC and the old GTA IV music. If you are not hearing the old music, go to a Pay 'n' Spray and wait out the time. You should eventually start hearing the previous music on Vladivostok.

The radio stations will be much more packed, and some music will feel out of place, but at least it is there. I have encountered no glitches so far.
