Well, at least I can finally listen to Ivy Queen's 'Dime' again c:
In GTA IV: CE, the previous music can still be heard, such as Ruslana's "Wild Dances" as an example. The tracks on other stations are still there as well, and EFLC can be heard through GTA IV.
Just to be clear...
Merging IV's unpatched soundtrack with the Complete Edition folders seems to have combined EFLC and the old GTA IV music. If you are not hearing the old music, go to a Pay 'n' Spray and wait out the time. You should eventually start hearing the previous music on Vladivostok.
The radio stations will be much more packed, and some music will feel out of place, but at least it is there. I have encountered no glitches so far.
