Description
Adds a new policy to prohibit/allow vassals to expand beyond their existing borders. This is similar to the vanilla civic "Feudal Societies" - but the policy is available to all types of empires (including robotic/non-imperial.)

Like other policies, the setting can only be flipped once every 10-years.

Defaults to denied (vanilla setting).
AI players will always prefer to use the setting 'denied' over 'tolerated' so this mod is aimed at players who desire this odd play style.

is it possible to change the standard setting/ the setting prefered by the AI?

Can you make a version giving the policy only to those with Feudal Society? I don’t want to ruin the balance of the civic.
