Trade Embargo Mod 1.10

Description
This is the first and actual trade embargo mod for Hearts of Iron IV.

COMPATIBILITY:

FULLY COMPATIBLE WITH MULTIPLAYER

If a mod remains incompatible with the latest game version try to delete all "ugc_xxxxx" files in Documents\Paradox Interactive\Hearts of Iron IV\mod folder.

CURRENT FEATURES:
  • option in the diplomacy tap to impose an embargo
  • custom game rule to disable AI (default is enabled)
  • see Changelog for latest changes

AI BEHAVIOUR:
I've implemented AI embargoes which can be disabled via custom rules. Currently the AI will use these under the following circumstances:
  • will impose embargo if opinion < -50
  • will impose embargo if target nation imposed embargo (counter embargo)
  • will never impose embargo if opinion is > 50
  • will impose embargo if any allied country is at war with target
  • AI will only impose embargoes if they aren't puppets (so if they are Dominion, Supervised State, Satellite, Imperial Subject or independent) otherwise they will follow their masters lead except counter embargoes and allies are at war with the target nation

  • will cancel embargo if opinion > -50
  • will never cancel if any allied country is at war with target
  • AI will cancel embargo if they are puppet and master lifted embargo
These values are still quite WIP. Feel free to tell me your opinion in the comments.

If a nation loses access to resources because of a Trade Embargo. It might start declaring war on random countries to get access to resources it needs. Don't you think?

well this mod doesn't change any ai strategies whatsoever.

Does this mod cause the AI to declare war? I'm noticing some incorrect behavior on Historical mode and wondering if this mod is causing it.
