Traits that I recommend are Built to Destroy + Fast Shot for a character that use guns independent of their type, for unarmed builds you go with Built to Destroy + Small Frame and for melee builds you go with Heavy Handed + Small Frame.
Tough Guy will counter the Small Frame side effects.
Surprised people never take charisma for the pacifist against creatures perk the friendly critter perk. You can bypass anyone with confirmed bachelor and as a woman the black widow makes killing like 90% of the humans in FO:NV easy as hell. Companions become a literal powerhouse and vendors and traders literally throw items and caps at you more than you can throw caps / items at them. Plus some unique dialogue if you do the opposite with an intelligence of 1 lol.
stealth with literally any silenced weapon, especially the rat slayer, is pretty op'd if you get the 1st headshot then wait a bit
pure melee / unarmed build. Welp you need some dlc for it but i've seen people literally 1 shot a deathclaw. Pairs really well with stealth as you can knockout anyone or anything and not alert anyone or anything else nearby.
