Introduction
This guide will list achievements in two parts: first, a general hint; and second, a listing of the choices needed to reach the achievement. It does not list every route to the achievement, since some have many possible routes, but instead lists choices that will affect the stats needed to reach the achievement in a fast and easy manner. I've left non-vital choices blank so that people can roleplay it as they like, though obviously if a particular stat is mentioned, avoid choices that will affect it negatively.
Easy Achievements (5 Points - Part 1)

Winter Soldier: Brainwashed into Arthur Woodward's light-eater army (Hidden Achievement)

Recovery: Fight your way back from light-eater addiction
After becoming a light-eater, ask Taggart and the Sun Temple for help.

Needs high Charisma (>65). Join the Temple and talk with Taggart after the protests.

Building Bridges: Build a bridge between the Sun Temples and the conventional world
There's a lot of ways to get this achievement.
Join the Temple, then convince Taggart to combine traditional healing with modern medicine

[or] After joining the Temple, rejoin the government when Finch returns (not possible for light-eaters).

As the Ripper, evade Woodward's patrols long enough for Finch to track you done.

Walked Away: Leave government service
Join the government, then leave after Finch returns.

Callahan's Mythmaker: Use fiction to promote Sean Callahan's ends
Needs high Charisma (>65). With the Resistance, offer to write letters instead of tampering with crime scenes.
(Ch. 8) We would need witnesses / It may not be necessary to affect the crime scenes

A Bird in Flight: Allow Garrett Finch to escape (Hidden Achievement)
When Finch infiltrates the Resistance, let him go.
(Ch. 8) Any / I grab for his ankle [or] I pretend to grab for his ankle
[or] After capturing Finch for the Resistance, help him to escape.

When Finch infiltrates the Resistance, shoot to capture him.

A Life for a Life: Sell your life to save Garrett Finch
After Finch is captured by the Resistance, use a prybar to free him.

Deception at the Temple: Pretend to break with Taggart, in order to stop the Rising
When Violet/Jem brings news of the Rising to the Temple, suggest infiltrating the Resistance.

Fight Them 'Til We Can't: Join the new Resistance

Love & War: Begin a relationship with Alexandra Townsend
After the mine explosion, return to Alexandra's tent with her.

The Prime Minister's Dishonor: Scandal forces the Prime Minister from office
Succeed in framing the PM with the Resistance.
(Ch. 8) I assist him in smoothing the dirt / Work harder creating the scenes

Steam & Sorcery: Bring down the East End Ripper with no injury to yourself or your companions
Stay with the government after Finch's return, then play to your strengths. Don't let the Ripper touch you. (I believe there's a bug here - the second half of the Ripper fight is only possible with either high Marksmanship or high Athleticism *and* low Stealth. Both Athleticism options check for low Stealth, rather than one high and one low as the text implies).

Needs Marksmanship >60. In your final preparations, choose to take out Callahan.

The Shot Heard 'Round the Empire: Foil the Rising with a single shot (Hidden Achievement)
Needs Marksmanship >60 and Athleticism >30. Use your marksmanship to weaken the Rising by setting off explosives early.
(Ch. 10) I decide to set off an explosive stockpile / I sabotage weapons in small ways / Any / I go out to the merchant's house / I pull out my service revolver

For Want of a Nail: Foil the Rising by disrupting communications (Hidden Achievement)
Needs Athleticism >60 and Charisma >50. Use your athleticism to weaken the Rising by divert messages on courier duty.

Marching on Its Stomach: Foil the Rising by contaminating the food supply (Hidden Achievement)
Needs Medicine >70 and Stealth >30. Use your medicine skill to weaken the Rising by poisoning the food and water.
