Are you still able to play Azure Striker Gunvolt 1 on Steam offline?

Hey man, i just seen an old post that you made in the steam forums (https://steamcommunity.com/discussions/forum/0/1752358461544694116/) and wanted to ask you something.
have you fully switched to pc since then? have you found PC games/keys to be cheaper than physical PS4/5 games?
i been maining pc for almost a decade but now im questioning if physical games are better in the long run because of the resale value and all that
