About the scarface DLC, it's probably becaus they lost the rights to the scarface charecter tie-in. It's expensive to pay for and they have to pay over time. And somtimes for other legal reasonssuch as the original license holder can choose to up the price or close the deal at a whim. It's probably what happend and they either couldn't afford, or didn't want to pay. But people who have previously bought it can keep it, it's only regarding sale and not already sold user license.
