When you are online - with a blue or green (if in a game) border around your avatar - people can see you are online - often then sending you a IM (instant message) which will pop up in your Taskbar.

If you are offline (no border around your avatar) - people can still send you instant messages (IM) and in your Steam Client, a green envelope will appear in the top right of the client when you next start it.
