USB ports on my laptop aren't working.

Alright so my laptop is relatively new, I dont know how relevant the specs would be in this case because this is more of a hardware issue. So basically whenever I plug in anything in to my USB ports it shows that said device couldn't be recognized and in device manager it shows that little exclamation point under the USB tab and it says "Unknown Device". The things that I plug in still get power, I can still charge my phone and my mouse still lights up, but I cant access my phone and my mouse wouldn't move. I tried all of the "obvious" troubleshooting procedures like reinstalling the drivers, updating them, going in to BIOS to check on it, it shows that the ports are empty even though I have a mouse plugged in. Nothing seems to be working.
