This would only be possible if making your mod as a "Total Conversion" but Total conversion mods are largely considered a non-starter in the community because it generally breaks compatibility with most other mods.

With normal mods, changes to pre-existing classes that you make in the devkit will not be reflected in the live game. Core game files are excluded from cooking and would not replace the real ones in the live game even if you managed a way to force it to be cooked and packaged with your mod.
Aye, the Ark Dev Kit is a modified version of unreal engine 4.5.1
Search the -game- storefront of the epic launcher for ark and you should be able to find the ark editor/mod kit
And as ShaZZa mentioned... it's about 200+GB
It's not just the engine. it's all of the game assets, sounds, textures, models, and blueprints.
It's everything except the C++ source code itself.

The ARK devkit is derived from UE4 so it's still Epic regardless of where you get it from.

But no, UE4 and any derived versions of the engine are not permitted for distribution outside of the Epic Launcher.

I don't think there are. The amount of work it takes to create new creatures is really high, there aren't many mod authors that make new unique creatures rather than modify existing ones.
I know it may not be the answer you want to hear.
Modding is very rarely a quick turnaround, but for some of us it can be an extremely satisfying experience to make something with our own hands.
Why not try your hand at learning?
A lot of our community started with no previous knowledge, learning little by little, so don't let that discourage you if it's in any way something you have an interest in.
It's how I first started learning how to program as well. :steamhappy:

I see. a few things you can try, as from my end your permissions appear to have been restored, so there might be something else steam related blocking you.

I did witness this once before and looking back on it we tried a few things.
Deleting the banned mods (You have to do that, but I will unban them for 24 hours to give you the opportunity)
Posting in a discussion thread on one of your mods (Possibly to trigger a permissions update)


Should those fail, try contacting steam support, as they'll be the only ones who can say why your permissions are still blocked

From what I am reading, it sounds like you are playing singleplayer.

Can you try backing up your save data (Map and player) and then delete it from the game directory?

There is a chance that a mod could be failing to initialize after an update made it incompatible with old save data. I believe that to be a pretty small chance though.
It's also possible that a mod you are trying to use may just not be supported by the author at all anymore.

If that still doesn't work can you confirm for me if you can load into the game without any mods loaded at all?
Also make sure you don't have a TC selected, I have heard of some people having trouble running TC mods due to their resource requirements.
