故事发生在科技极度先进、基因工程普及的美丽新世界。

这个世界里强大的人类，手握无比强大的基因改造/物种融合技术，却仅仅用来制造一种名为“猫娘”的生物。
所谓“猫娘”，和《钢之炼金术师》里的合成兽类似，是奇美拉的一种，兼有人类的外表、心智与猫类的寿命、习性，可能产生于人类与猫类的基因嵌合工程，社会性别为“女”。

2013年，11区立法禁止遗弃/销售/展示出生未满45天的幼猫，2016年改为49天，2018年定为56天。
猫娘的法律身份，若是遵循《动保法》定义为宠物，则主人遗弃猫娘会被视作违法行为，但实际上人们对于流浪的猫娘早已习以为常，政府部门/民间组织甚至设立了专门的清扫队，定期清理并回收无主的猫娘。
无主之猫娘不经过任何手续而由主角占有——符合《物权法》中对原始取得的定义，故而猫娘理应视为一种可购买的消耗品，为了玩赏和奴役而被批量生产、回收，服务于广大单身青年群体，以减少犯罪率并维持社会稳定。

如此柔弱温驯的宠物，如此勤奋工作的奴隶，如此美丽的11区新世界。


无关紧要的补充：友人问为何猫娘能减少犯罪率 >_<

平成年间，杀人、放火、强盗、強姦的发案率在各个年龄层皆出现显著下降趋势。
其中以未成年（14-19岁）和青年（20-29岁）的強姦率下降最为明显。
