As to WeaponCore, it has an ID system baked into it that basically prevents players with that ID from using the framework or anything using it, even if they have it downloaded.
The models will still show up, but to the banned player they will show up as Sorters, they won't fire, display animations or otherwise allow you to use them. (This is actually against the Steam Online Conduct code which states that you MUST allow anyone who wants to use the mod, to use it. Banlists are not allowed.)

All I wanted him to do was provide a separate version of his mod that didn't have them - and he point-blank refused. I even volunteered to administrate this version for him. He again point-blank refused.

I did go back into the history and saw that we had some sort of argument but it was cleared up. So, I dunno. No records in the staff channel were kept. Whatever it was, it appears you instigated a portion of it and annoyed other staff too.
I was actually going to question about the Weapons Core thing about how it had steam ID bans in it and figure out what really happened back then.
As for Space Engineers, if they're not reverting permanent Steam Community bans then I'm not interested, as that is exactly my situation - permanently banned from the Steam Community for SE for "harassing developers, modders and content creators".
