Overall Dishonored 2 was a solid stealth game. The non-linear gameplay and open level design that encouraged exploration were definitely what pulled me along.

However I don't think I liked it as much as the originally Dishonored because I don't remember using so few types of powers. I got 90% of all the runes and I still only unlocked four of the active powers and three of the passive ones and I didn't even upgrade a single power fully. I feel Arkane really messed up by not dolling out more powers and letting the user come up their solution to the problems the level puts forth. When you have so few powers you have to spend tons of time looking around for the way they provided to solve the problem with the powers you currently have.

I was so focused on discovering everything because I had so few powers that I would essentially explore a level three times to see all the possible paths and unlock everything. I sorta wish I was pushed through the level more and could come back and replay it instead. But since the game didn't launch with any ability to replay I was scared to advance from a level. After the fifth or so level everything became every repetitve and the game felt like it was dragging on. By the time I had to deal with the Duke I was wishing the game was already over.

The core concepts of the game were still fun and I did enjoy the very active stealth gameplay, much like I enjoyed it in the original Dishonored. I think this game is worth a recommendation but with a caveat of really be sure you like steath gameplay. If you are expecting some game were you can go in blazing and murder everyone you definitely can do it but I don't think you are going to have as much fun as you think.
