Well it still automatically queues itself but the stutter stopped for me. Have you tried changing your update schedule so that updates only occur at a time you are not using your computer then restarting Steam? I don't know if this made a difference for me but other things I tried were switching to/from Steam beta and running the Steam installer (not uninstalling Steam).

I expect the problem to automatically resolve itself after FFXV is released, but in the meantime have you tried Steam in offline mode?

Try clearing Steam's web cache and its download cache. I had the same issue and after I did that FFXV did a 15 mb update and I was able to remove it from the download que and I haven't had the stutter since. Hope it works for you too.
