When you say self mad do you mean crafted or workshop items?
Community item (weapon), self-made item (hat, badge, whatever) or similiar and self-made map stamp or item have access. Basically items with light green quality are granted access and thus their owners. Items like this https://tf2b.com/tf2/item/ics/4255074332
Some people have been given community weapons in the past. I do not know the exact reasoning but valve stopped giving those out years ago. All i know is that the item creators and map makers used to get them instead of the items and map stamps they get now.

It can be also an item that is not created by the user, but it is granted for them. For example Kritzkast people have been given community item and TF2maps.net founder has community item, despite having 0 items created ingame.
