Sadly, Steam Chat is just not maintained or active.

Valve really needs to get their act together. There are too many glaring bugs in Steam community. One really bad one is if you make a steam chat group, you can't set the icon anymore, it just says "server error". Been like that for months.

Another really bad bug in Steam community is that group announcements (like this one) no longer appear on people's screens, making them kinda useless. You only see it through Steam chat because we have a bot that echoes them.
