When I enter steame, I encounter such a page. Page is not getting out of cache.

Did you, trying to solve the issue,
  • (left top corner) Steam -> (pop-up menu) Settings -> (pop-up window, tab) Web Browser -> (button") "Clear Cookies"
  • (left top corner) Steam -> (pop-up menu) Settings -> (pop-up window, tab) Web Browser -> (button") "Clear Browser Cache"
  • Note, you'll have to go through the hassle of re-confirming your computer as a trusted device for the use of Steam and Steam family Share. Also some settings will have reverted to default so if you customized Steam settings you have to do that oncemore.
??

@ Not, good to see the issue resolved.

@ Darktower, this could also be an issue with Firewall permission. Make an exception for Steam.exe.
Another possibility is having multiple Firewalls and/or AVsuites running. Choose the one you want and uninstall the other - this is important - with their own un-installer (not via your OS's uninstaller feature).

I created a Steam Support ticket on this on December 14th, and their personnel offered some troubleshooting ideas but none of them worked. Clearing the Web Browser cache and cookies does not work. It may appear to work because the Previous Button will be grayed out and no longer active, but only momentarily. As soon as you restart Steam, it will become active again and you will see that annoying blank page [data:text/html,%3Cbody%3E%3C%2Fbody%3E] again. Another thing that Steam Support suggested was to go to Settings > Interface and disable DirectWrite. That does not work either.

EDIT: I also tried the Beta version of Steam today on December 20th, and the problem still exists. Someone had me do some weird stuff like type netsh winsock reset in the Command Prompt (Admin) window. That also did not work. Steam and Steam Web Helper is allowed through my Windows Firewall and I do not have multiple Firewalls running.

I can only find a workaround when they say this. When I turn it off, the same page comes out again. The problem is completely related to the latest steam update.

I believe that what the Original Poster is trying to say is that clearing the Web Browser cache and cookies is only a temporary workaround and not a permanent solution. The problem will come back as soon as you restart Steam, which I often do throughout the day.

This problem resulted from the December 13th Steam Client Update and it was not fixed with the following December 15 update.

Same issue here as well sadly. Hope it gets fixed soon. (I don't run the beta version of steam)

  1. Right from the start of Steam, 1 more page to go back then should be possible.
  2. Black page data:text/html,%3Cbody%3E%3C%2Fbody%3E when immediatly going back a page after starting Steam.
  3. White page data:text/html,%3Cbody%3E%3C%2Fbody%3E when going back that 1 extra page after visiting other pages subsequent to the opening screen.

Additional information
Client refused to start at any other page then the Library page
  1. Client refused to start at any other page then the Library page. I tried all entries from
    Settings -> Interface -> Favorite Window : Library (the one i usually start Steam with), Store, News, Friendslist, Friends Activity, Community Home, Servers. Still always opens at the Library page despite of additional attempts below.
  2. Doubelclicking the System Tray icon does bring up the favorited page. Therefore with Friends Activity, Community Home and Servers and i closed the Client after opening these respective pages whit that doubleclick.
    Still the Client opened at the Library page with the Page Black arrow usable to open the black page data:text/html,%3Cbody%3E%3C%2Fbody%3E.
  3. With News, Friends Activity and Community Home i oncemore closed the Client after opening these respective pages whit that doubleclick. This time i turned off the computer and restarted the lot.
    Still the Client opened at the Library page with the Page Black arrow usable to open the black page data:text/html,%3Cbody%3E%3C%2Fbody%3E.
  4. With the Friends Activity and Community Home pages i also rebooted the computer in stead of separately powering down and restarting.
    Still the Client opened at the Library page with the Page Black arrow usable to open the black page data:text/html,%3Cbody%3E%3C%2Fbody%3E.

Also, I found the "clear Browser Cache" fix myself, but alas, it is only temporary, so no real fix at all ...

Since my last post in this thread i have the Client set to open on the Friends Activity page. And since then i closed and restarted Steam many times with and without rebooting the computer. More so to check upon this bug (or what i see as the other effect of this bug that i reported under "Additional Information") for only once (yesterday the 23rd of Dec.) Steam Client indeed opened on the Friends Activity page. I do not know why that time the Client did open on the requested page and i could not get the Client to open there another time.

Oh, and clearing Browser Cache does not even work as a temp solution for me.
