- Note, you'll have to go through the hassle of re-confirming your computer as a trusted device for the use of Steam and Steam family Share. Also some settings will have reverted to default so if you customized Steam settings you have to do that oncemore.

@ Darktower, this could also be an issue with Firewall permission. Make an exception for Steam.exe.
Another possibility is having multiple Firewalls and/or AVsuites running. Choose the one you want and uninstall the other - this is important - with their own un-installer (not via your OS's uninstaller feature).

EDIT: I also tried the Beta version of Steam today on December 20th, and the problem still exists. Someone had me do some weird stuff like type netsh winsock reset in the Command Prompt (Admin) window. That also did not work. Steam and Steam Web Helper is allowed through my Windows Firewall and I do not have multiple Firewalls running.

I can only find a workaround when they say this. When I turn it off, the same page comes out again. The problem is completely related to the latest steam update.
This problem resulted from the December 13th Steam Client Update and it was not fixed with the following December 15 update.
Client refused to start at any other page then the Library page
Settings -> Interface -> Favorite Window : Library (the one i usually start Steam with), Store, News, Friendslist, Friends Activity, Community Home, Servers. Still always opens at the Library page despite of additional attempts below.

Also, I found the "clear Browser Cache" fix myself, but alas, it is only temporary, so no real fix at all ...
Oh, and clearing Browser Cache does not even work as a temp solution for me.
