Delete Web Broweser Cache and Web Browser Cookies...
Goto Downloads and Clear Download Cache
If this don't work try
If in Steam Client Stable Opt into Steam Client Beta...
If in Steam Client Beta Opt into Steam Client Stable...
Exit and Restart Steam...
Then Reboot Computer...
If that don't work I'm at a loss...
Post Back if this fails or succeeds..

At least better than what I had before;
but still some really odd drops compared to my real internetspeed.
Hanging around the 2MB/s to 8MB/s
100mbp/s upload and 100 mbp/s download for the curious.

So alas I did the next step and lo and behold it seemed just as stable as the one before, before it just dropped down to astonishing 300kbs again.
I really dont know what's going on with steam currently..
Only Steam Can fix it(might be the summer sale going on now too...)...
