Steam extremely unresponsive from Windows 10 jump list and start menu

ISSUE
When opening anything from a jump list in windows 10, steam is extremely slow to respond.

OS
Windows 10

STEPS

Right-click Steam icon in Windows 10 taskbar.
Click anything. (Friends, Library, Settings, or recent games etc)
OR
Open Windows 10 start menu
Search for Steam
Open Steam (or right-click to access the jump list, which has the same issue)

RESULTS
Nothing happens for an unreasonable length of time.

EXPECTED
Comparable performance to navigating menus from within the Steam window.

To clarify, this happens even while Steam is running, and even if the Steam window is open. If it takes less than a second to open the Library view, it's weird that it takes at least 15 seconds to open it from the jump list, regardless of the current state of the Steam window.

Got the same issues under the same circumstances.
Also, when I start Steam from the taskbar it takes several seconds before it actually begins loading, so this seems correlated.

Yeah, as noted by emphasis, it's not that it's slow to open, it's straight up slow to register your inputs. With the Steam window open, I can click the icon, and 15-20 seconds later focus will switch to the Steam window. It's absurd.

Do you by any chance have CCleaner running with RT scan enabled? Or perhaps any other program that might interfere with Steam?

I don't have CCleaner installed, and I have no programs running that match the descriptions of that "Programs Which May Interfere With Steam" link. It's unresponsive from startup, even if I have nothing else running but core Windows 10 components.

You both have no Firewall, AV or AM? Remember these get updated at least once a day so many mishaps are happening. But then again they are not a likely cause since the behavior is different from within the Steam window.

Cleaner tools are not mentioned in the KB article yet there are many available, also becouse they often come bundled with an AVsuite. Registry cleaning features may damage OS and/or programs/apps when used without propper knowledge. Did any of you use a registry cleaner lately?

Well, before i asked about the RTscan from CCleaner specificly while in my 2nd post i asked about registry cleaning from any cleaner tool in general. & Windows 10 comes with Windows Defender Firewall, AV & AM included.

I would happily still submit this as a bug if it had turned out the core Windows 10 firewall or Windows Defender caused Steam to become so tremendously unresponsive, I normally do have these running yes, but it is easy to demonstrate these core components of the operating system are not responsible for this behaviour.

No, I have never used a registry cleaner on this machine since installing Windows 10 (which was a fresh install within the last 6 months, not an upgrade).

I tend to run things very lightweight, I have minimal additional programs running that you can't see in that video, and they are all things like the software to support my graphics card, mouse and audio hardware. Disabling them does not affect the issue.

Now this is weird.

I just opted out Beta and the issue is still there; I had zero problems until latest Beta upgrade came out, when I decided to opt-in - I had been using Stable for several months.

There weren't recent Windows upgrade and my setup is pretty much the same as before; also tried disabling auto-start for a few apps and rebooted Windows, just to be sure, but nothing changed.

@Oracle: do you mind opting out of Beta too?

Way ahead of you, I have tried both the beta and non-beta versions of Steam, and have the same problem with both.

Just found out I have the same issue with UPlay and Origin.

I don't have this issue with those, or any other programs. Only Steam.

i have another problem that relates to oading. The when hovering over a tab, the pop-up appears at the left for a split second before it starts to try and load for the next tab, but doesn't even open those. if you look at the gif, you can see my problem

JJThe¤w¤, do you have your taskbar anywhere else then at the bottom of your screen? And/or do you use multiple screens?
