I tried different NAV files but sometimes issues occur on level 2 & 3.
That link is old and gamedata will probably crash the server.
I know there are multiple issues but to manually fix the bot in the corner one you could:
https://www.reddit.com/r/tf2/comments/fvvdg0/i_was_playing_some_offline_tf2_and_all_of_the/fmlfl9a/
Open console
sv_cheats 1
nav_edit
go to corner
point crosshair at corner
nav_mark
nav_avoid
nav_save
done
and see how you go but you might (probably) have to do it after every update (screw that). Or save the nav off at that point and copy it back with a batch file
You need to check those commands because I thought it was func_nav_avoid
https://developer.valvesoftware.com/wiki/Navigation_Mesh_Commands
it's just nav_avoid forget that
I'll have a look around for a better fix, keep half an eye on this thread and I'll post whatever I find here. Surely gamebanana has one, idk
Also, here's the latest gamedata from the thread about the build in spawn one
https://forums.alliedmods.net/showpost.php?p=2138811&postcount=116
I have used it in the past and it has worked ok and nemu's engy fortress use it currently and its fine
