just remove any $$ value related to trading cards, that way you cant make money off of them. people who like them will still trade them for the fun of it.

I'm afraid this will do nothing about all the indie games. It's just going to make sure all of the fake games that are literally garbage won't show up in high player activity charts. On the bright side, many of the indie games are worth playing. Yes, there is a LOT of garbage on steam. A LOT. However, you make it seem like all indie zombie and 8bit games are bad. If you think that, then you haven't tried either DayZ (Yes, it's indie!) or the original Mario (Heck yeah this was indie at the time!)
