@NotASnowman - nope. that was the case for a while, and it's still the latest information that Valve actually wrote, but they silently changed it months ago so that cards drop quicker for some users. the exact criteria isn't known, but nobody who's gotten a refund has reported getting drops before 2 hours, while many users who haven't requested refunds have got their drops sooner. see: https://www.reddit.com/r/Steam/comments/3qicjc/2_hours_for_card_drops_removed_for_some_games/

What amazes me is that anyone would even spend money on this piece of crap. Whoever did the art for this didn't even bother to get SCP-029's appearance correct. A quick look at her entry will make it pretty clear that the artist didn't bother reading a description of 029.

@Shockedfrog, It takes 2 hours to start dropping card regardless of whether you refunded or not.

As long as you haven't played the game for more than 2 hours, you can easily claim a refund. Under these circumstances, I'd guess refunds might be granted regardless of time played. However, if you've never claimed a refund before, I'd recommend against claiming it for something as cheap as this. There's an annoying unwritten policy in place (Valve's fault, nothing to do with this game) where anyone who's ever claimed a refund - regardless of the circumstances - has to wait 2 hours for any game to start dropping cards.

You're better off just getting the cards from this game and selling them. Actually, given the nature of this game (free version probably won't drop cards, and it appeals to a fandom), there's a chance you'll make a profit from the cards.
