You are truly naive to believe that statement.
1). They already had the DLC system fully working and tested as they developed it and released DLC already. A system some called them out on because they weren't supposed to develop it until after release. At the time they quelled the complaints there because they said they developed the system for the modders and released mods as DLC.
2). The entire PAID DLC was developed using funds Wildcard specifically said would be used to complete the game. No DLC was supposed to be developed till after release, if you can't understand that, go back to number 1 where the whole system was not supposed to be developed.
3). You really don't understand computers if you think new duplicated forms of the same basic content such as a new dino requires constant rework of code. That is as silly as saying the engine of a car needs a complete redesign each time for every color paint job or if the interior is leather versus cloth.
Haven't you seen the lines saying why they did it?
We determined that it is more sound to iterate on these systems during Early Access than after retail launch, given the significant risks involved if we didn't "get it right".
They changed the time of after launch, to during EA... Which given the reasons is understandable. I don't know why you hate so much but it's dumb to: 1. do an expansion after release without any tests, 2. optimise a game before its completed, any new feature or dino (etc) might break the previous opimisations.
