if sid's canadian and he wants to build a canadian civ like this then let him... and even if he didnt develop the civ itself im sure the team at firaxis would have cleared it with him first, and its not like he is even hurting anyone...

It's not just stereotypical; it's weak. Every other civ in the game + expansions has unique abilities, units, and play styles that reflect their history and context. The Canada civ doesn't. Partially, this may be because Canada is a young country. That is not an excuse however. The Last Best West is the only one that makes sense, representing the westward surge from 1867-1920. Four Faces of Peace does not make sense, as Canada's reputation as a "peaceful" country is very recent and was short-lived in the late 70's - early 80's. The Mountie is a total meme, a better choice would be Shock Troops that have a bonus against fortified units ala WWI and WWII. Ice rink needs no breakdown, it's just♥♥♥♥♥♥
